Add `Manifest-Metadata-Consistency` if Copyright is placed under License field

Description of the new feature/enhancement

If we see something like License: Copyright (c) Microsoft Corporation in the default locale or other locale manifests, the automation should add the Manifest-Metadata-Consistency with reason stating that a copyright is not a license.

Proposed technical implementation details (optional)

Regex case insensitive match against the following patterns:

• Copyright
• (c)
• ©
• All rights reserved

...(not exhaustive, but this should cover most cases)
